TRAINING & MANPOWER DEVELOPMENT DEPARTMENT


The Training and Manpower Development Department of the Agency was created in December 2011 following the approval of the Honourable Attorney General and Minister of Justice, Mohammed Adoke, SAN. This was the result of the bold initiatives of the management of the Agency. The creation of the department arose out of a renewed commitment to reposition the Agency as an effective and responsive Agency, willing and well equipped to carry out the statutory mandate of the Agency (TPLEA 2003 as amended)

The Department is responsible for formulating the training policy and strategic training needs of the Agency. It also coordinates all training components of the various departments and units. This also extends to technical training support offered by international organizations and foreign missions in supporting the Agency in building its capacity.

The broad mandate of the Agency is spelt out in section 4 of the TPLEA 2003 (as amended). It provides, inter-alia, the adoption of measures to increase the effectiveness of eradication of TIP – section 4 (c)

In particular, section 10 (i) of the TPLEA 2003 (as amended) provides that “the Agency may initiate, develop or improve specific training programmes for the relevant law enforcement agents and other personnel of the Agency charged with the responsibility for the detection of offences created by this Act….”

Additionally, the flagship international legal framework for TIP, the protocol to prevent, suppress and punish Trafficking in Persons, Especially Women and Children (Palermo protocol) provides that “states parties shall provide or strengthen training for law enforcement, immigration and other relevant officials in the prevention of trafficking in persons…” – Article 10.2

Proposed Structure of the Department

The Department consists of four units, namely; i) Training Unit, ii) Manpower Unit, iii) Curriculum Unit & iv) Academy. Before the effective take off of the units, the Department will carry out its activities around the core areas of;

  • General Administration
  • Training coordination, Documentation monitoring & evaluation
  • Curriculum Development Training materials (manuals, practice tools)
  • Personnel development including extracurricular activities
  • Library, research & publications

Summarized Responsibilities

The following are its summarized Responsibilities of the Department;

  1. Initiation, development and improvement of specific training programmes for the officers of the Agency
  2. Training collaboration, support and advice for relevant law enforcement institutions and officers with the responsibility for human trafficking prevention, detection and prosecution.
  3. Training collaboration, support and advice for Non- Governmental Organizations involved in counter trafficking initiatives
  4. Training support for regional law enforcement and relevant organizations in the field of human trafficking and migrant smuggling
  5. Development, adoption, improvement and review of training manuals and appropriate materials and tools
  6. Monitoring and evaluation of training to determine impact and identify new needs
  7. Research on trends in trafficking and migrant smuggling methodology and training support to operational departments
  8. Train a pool of trainers for the agency and collaborate with relevant law enforcement organizations in training their trainers in the field of human trafficking and migrant smuggling
  9. Periodically review the training policy and training strategies of the agency
  10. Coordinate efforts to establish a resource/training centre and library for the agency
  11. provide advise on training/capacity building and manpower development issues to the Executive Secretary, management and the agency’s departments
