The Reforms Unit was set up by former Director-General of NAPTIP,Julie Okah-Donli,Esq., in line with the provisions of Section 11 (2)(a) of the Trafficking in Persons (Prohibition) Enforcement and Administration Act, 2015.
2. The creation of the Reforms Unit shows clearly the Director-General’s zero-tolerance to corrupt practices by the staff of the Agency as well as her desire to inculcate and instil the culture of work ethics and efficiency among staff with the aim of achieving improved service delivery to the general public and in particular the relevant stakeholders in the fight against trafficking in persons.
3. The Reforms Unit comprises of the following:-
* Anti-Corruption and Transparency Monitoring (ACTU)
4. The Anti-Corruption and Transparency Monitoring Unit
The creation of the Anti-Corruption and Transparency Monitoring Unit is in line with the Standing Order made by the Chairman of (ICPC) pursuant to the Independent Corrupt Practices Commissions Act.
ACTU is mandated to:-
* Ensure zero tolerance to corrupt practices by the staff
* monitor reports on and provide advice with respect to compliance with the prohibitions covering corrupt behaviours
* Ensure that corrupt practices and bad behaviours by staff are discouraged and perpetrators are punished
* Assist the Agency to develop standards to guide the ethical approach by the staff in the performance of their duties
* Educate and create awareness to staff on general ethical issues that impact on the Agency’s performance and service delivery
* Ensure integrity, transparency and accountability by staff in the performance of their duties
* Recommend rewards and incentives for staff who exhibit high level of integrity, good behaviour and transparency in the performance of their duties.
5. The SERVICOM Unit is mandated to:-
* Spearhead the Agency’s Service Delivery Initiative
* Produce, review and monitor performance of charters
* Institute a complaints procedure including Grievance Redress Mechanism for the Agency
* Ensure the promotion of quality assurance and best practices in the Agency’s performance of its functions.
* Disseminate best practices and other tips on service delivery improvement
* Facilitate a safe and conducive working environment for staff at levels of service delivery
* Create/generate innovations that will improve service delivery in the Agency
* Create awareness on how to achieve effective and efficient service delivery for officers at the Headquarters and Zonal Commands
6. The Gender Unit:
i. Based on NAPTIP’s Workplace Policy and as a positive strategic approach in the fight against human trafficking in Nigeria, the Gender Sub-Unit was included in NAPTIP’s Reforms Unit to ensure that quality services are equally made available and accessible to the general public as well as the staff of the Agency. The overarching objective is to mainstream gender and disabilities issues into NAPTIP’s work policy and programmes including recruitment, manpower development, victim protection services and administrative decisions among others. The Unit will take proactive measures to ensure that there is reasonable ender based facilities and work tools particularly for Persons with Disabilities (PWDs) who are staff of the Agency or are partners, victims, suspects or complainants.
ii. Also, due to the common trends of bias, neglect and discrimination on women and PWDs who incidentally are most vulnerable to human trafficking, exploitation and abuse, the Unit will liaise with relevant Departments of the Agency, MDAs and organizations to promote gender friendly policies and practices that minimize such vices.
