Procurement Unit of the Agency was set up pursuant to the Procurement Act of 2007 which gave birth to the Bureau of Public Procurement (BPP). The Unit is under the Office of the Director – General and is saddled with the responsibility of coordinating, harmonizing and perfecting all the procurement processes of goods, works and services in the Agency in accordance with the extant provisions of the Bureau of Public Procurement.
In procurement process, the management of the sustainable acquisition of goods, works and services to optimize the value for money through professional, transparent and auditable framework is the main rule which the Agency strife to maintain and uphold at all time.
The Procurement Act of 2007 emphasizes the various procurement methods as follows:-
- Open Competitive Bidding process
- National Competitive Bidding which has different stages namely:-
- Two stage bidding – technical and financial bidding processes
- Restricted bidding
- Selective bidding for small contracts
- Single source procurement which has to do with direct contracting
- Emergency procurement, etc.
It should be noted that NAPTIP aligns itself meticulously with the stipulated guidelines in the Procurement Act as the use of bid methods are subject to available monetary thresholds as provided for by the Bureau of Public Procurement (BPP).
Thus, contractors wishing to do business with the Agency are welcomed but are required to meet up with the stipulated requirements as may be disclosed by the Procurement Office on request.

NATIONAL AGENCY FOR THE PROHIBITION OF TRAFFICKING IN PERSONS (NAPTIP)

INVITATION TO TENDER
The National Agency for the Prohibition of Trafficking In Persons (NAPTIP), in accordance with the relevant provisions of the Public Procurement Act 2007 and Government’s extant regulations on procurement of goods, works and services; invites suitable, qualified and experienced companies to tender for the under listed 2017 Capital and Zonal Intervention projects:
LOT1. Construction of various Infrastructural Projects:
i. Construction of motorized boreholes at various locations of Kaduna Central Senatorial District, Kaduna State
ii. Construction of maternity Centre in Ekiti South Fed. Constituency 1, Ekiti State
iii. Supply and Installation of transformers in Oyi/Ayamelum Fed. Constituency, Anambra State.
iv. Construction of Hand Drill Boreholes in Dekina/Bassa Fed. Constituency, Kogi State.
v. Construction of Islamiyya School and renovation of mosque in Balanga LGA, Gombe State.
vi. Construction of 4 Motorized Boreholes and 10,000 litres tank in Balanga/Billiri Federal Constituency, Gombe State.
vii. Construction of mosque at Mamiram, Isari, jajimaji Mala Kandira, Jebuwa and Guya in Karasuwa and Yusufari LGAs, Yobe State.
viii. Construction and furnishing of Skill Acquisition Centre in Bullako village Gerkirfi ward, Kirfi LGA, Bauchi State.
ix. General infrastructural upgrade in NAPTIP Headquarters, Abuja.
LOT2. Supply of various empowerment material needs.
LOT3. Vocational/Skill Acquisition Training Programmes for women and youth at various locations.
LOT4. Publicity/Advocacy/Sensitization programmes.
LOT5. Entrepreneurship programme on fish farming.
LOT6. Supply of vehicles.
i. Development of framework for the reintegration of repatriated victims of Human Trafficking and Child Labour.
ii. Framework for the promotion of International Cooperation to combat Trafficking In Persons (TIP) and Child labour.
2.0 TENDER REQUIREMENTS.
Prospective bidders are required to submit the following documents:
i. Evidence of Registration with the Corporate Affairs Commission (CAC), Memorandum and Article of Association.
ii. Full company profile and evidence of verifiable similar jobs executed by the firm within the last three years.
iii. Company’s Audited Accounts for the last three years,
iv. Evidence of financial capability to execute the project in form of Bank reference letter.
v. Evidence of Tax Clearance Certificate for the last three years.
vi. Evidence of compliance with the Pension Reform Act, 2014 by submission of current Pension Compliance Certificate.
vii. Evidence of Compliance with the Industrial Training Fund (Amendment) Act, 2011 by submission of ITF Compliance Certificate.
viii. Evidence of Compliance with Nigeria Social Insurance Trust Fund (NSITF) Act, 1993.
ix. Evidence of registration with BPP data base (Interim Registration Certificate).
x. A sworn Affidavit confirming that all information presented and attached are true and correct of the Company and that no officer of the NAPTIP is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
3.0 COLLECTION OF BIDS’ DOCUMENT
Interested bidders shall collect solicitation documents from the
Procurement Unit of the Agency at Plot 2028 Dalaba Street, Wuse, Zone 5, Abuja within the working hours of 9am-4pm of working days upon the presentation of evidence of payment of a non refundable tender fee of Twenty Thousand Naira (=N=20, 000.00) only in favour of FGN-NAPTIP through any of the e-Collection channels (Bank branches, Internet banking & Remita Collection Platform) to the NAPTIP TSA account number 032601100100 domiciled in CBN.
4.0 SUBMISSION OF TENDER DOCUMENTS:
i. Interested bidders should submit their documents (Both Technical and Financial Bids) in two separate envelopes enclosed in one big sealed envelope clearly stating the Names and LOT number at the top right hand corner of the envelope and addressed as follows:

ii. The documents should be deposited in the tenders’ box at the NAPTIP reception at – 2028 Dalaba Street, Wuse Zone 5 Abuja within the working hours of 9am- 4pm of working days.
iii. Company name should be written at the reversed side of the envelope.
iv. The deadline for submission is Monday, 11th September, 2017 by 12noon.
Bid opening will commence immediately after the deadline of submission at the NAPTIP’s car park.
All bidders or their representatives and other relevant bodies are therefore invited to witness the public bid opening exercise.
6.0 PLEASE NOTE THAT:
i. All required documents may be referred to the Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Service (FIRS), PENCOM, ITF and other relevant bodies for verification.
ii. It should be noted also that the Agency is not duty bound to accept the lowest evaluated bid for professional or critical reasons.
iii. Late submission of bids shall not be entertained.
iv. This advertisement shall not be construed as a commitment on the part of NAPTIP as it reserves the right to cancel and/or discontinue the procurement process at any stage without incurring any liability to the bidders.
